Every other blank in this column means a vendor has not said where to go. This one means the question changed shape: nobody can take away a file somebody already has, so there is no destination to publish.

Recording that as not applicable rather than as missing matters, because a reader scanning for empty cells would otherwise treat this entry as the least informative in the register when it is structurally the most settled.

2What the licence does and does not settle

The card names a permissive licence, which is what makes a held copy usable rather than merely present. That is a different kind of fact from a retirement date and it is the reason this row is worth a reading at all.

It settles permission, not capability. Nothing about a licence guarantees the weights keep running on next year's toolchain, and nothing obliges the publisher to keep publishing updates.

3The trade a production is actually making

Choosing weights over a service swaps somebody else's schedule for your own operations. Hardware, storage and the work of keeping an inference stack alive are all real, and they are costs a team controls rather than dates it waits for.

That is the honest comparison against every hosted entry here. Neither side is safer; one carries uncertainty and the other carries overhead, and only the second can be budgeted in advance.
