Inclusion rule. A state counts when the entry publishes the label itself. A marketing word such as new or classic is not a lifecycle state and does not fill a row. Order. What conditions exist first, then which of them reach a copy.

1A state system exists to manage a shared resource

Phases, periods and notices are all instruments for winding down something many customers reach through one door. Where the artefact is a file, the door closing does not reach the people already through it.

So the absence of a vocabulary here is not a gap. It is the correct amount of vocabulary for the arrangement, and reading it as thinness would mislead anybody comparing cells across this column.

2Withdrawal still costs somebody something

A listing coming down means no new downloads, which matters to a team that has not fetched the weights yet or that needs them again on new hardware. That is a real risk and it is a procurement risk rather than a lifecycle one.

The mitigation is unglamorous and complete: keep the weights you depend on, not only the address they came from. Nobody publishes a state that will remind you.

3The licence is the durable condition

What keeps a held copy usable is permission, and permission is stated on the card rather than in a lifecycle table. That is the fact worth watching for this entry, and it does not change with a listing.
