Inclusion rule. A cell is filled from a published sentence about access ending other than on a stated date. A reader's estimate of how fast a menu could change does not fill one. Order. The absence of a date first, then what the clause allows.

1Constant risk is easier to design for than an unknown one

A production reading this footnote knows the swap can land in any week, which is bad news and complete news. The alternative, a page that says nothing, leaves a reader assuming a stability nobody offered.

Designing for constant risk means bookkeeping from the first episode rather than vigilance before a date. That is cheaper, and it is the only strategy that works when no date exists.

2Update and modify are the invisible two

Of the three verbs, only replacement changes a name on the page. An update or a modification can move behaviour while every row stays identical, so the detection strategy that works for the third fails for the first two.
